The Meghalaya Government has notified the Meghalaya Identification, Registration (Safety & Security) of Migrant Workers (MIRSS) Amendment Rules, 2026, aimed at tightening the mechanism for identification, registration, safety and security of migrant workers entering the state.

The amended rules were formally unveiled on 9 September, 2026  at the State Guest House in Shillong by Labour, Employment and Skill Development Minister Methodius Dkhar, in the presence of senior officials of the department and other stakeholders.

The Minister also launched an e-payment gateway for payment of penalties, along with the Standard Operating Procedure, or SOP, to streamline enforcement and ensure effective implementation of the amended provisions.

Speaking on the occasion, Minister Methodius Dkhar stressed that safeguarding migrant workers is an important responsibility, asserting that the move is not merely a government notification but reflects the state’s commitment to protecting their rights, dignity and safety.

The programme also featured detailed presentations on the MIRSS Act, 2020, the Amendment Act, 2024, and the newly introduced Amendment Rules, 2026, providing stakeholders with clarity on the revised provisions and enforcement mechanism.
